Absolutely. Giving others your Steam Trade URL allows them only to see only your Inventory and make trade offers. Everytime someone makes you an offer, you still need to confirm it manually, so there's no risk of receiving something you don't want.

If you are receiving unwanted offers (for instance from bots or scammers) all you need to do is create a new Trade URL in the same place you first accessed it.

Steam Trade URL is an account-specific link facilitating the exchange of Steam items. When you have your Trade URL Steam Inventory item exchange is much easier and more convenient. It can be used to trade CS: GO and Dot 2 skins for instance, but its usefulness isn't limited to them. It isn't publicly visible and can be changed at any time after accessing your Steam Profile page.
