No. Once someone activates a pass (by using it at an attraction) it can only be used by that individual. Passes cannot be re-sold or used by more than one person.
In most cities, child Passes are for children ages 3-12 (a Child Pass in Washington DC is for children ages 7-12).

You have one year from the date of purchase to begin using your pass. After one year, it will expire. if you don't use your pass within 30 days of purchase, you can call customer service for a refund at 800-887-9103.
